Impose the following remedial action requirement(s) upon the owner in accordance with section 72(2)(a)] pursuant to provisions of Sections 73 – 75 of the Community Charter: a. That, within one hundred twenty (120) days of issuance, the owner must address all construction completed without permits and inspections by completing one of the following actions: i. Submit a complete building permit application addressing all unpermitted construction and alterations, including the demolition or removal of any illegal additions where required, obtain approval, and complete all required work and inspections forthwith; OR ii. That these senior levels of government must fully engage in a comprehensive four pillar approach of Harm Reduction, Prevention, Treatment, and Enforcement to tackle the illicit drug poisoning, mental health and addictions crisis in our community and communities across BC. That senior levels of government work towards effective long-term solutions that integrate the principles of these four pillars in a unified strategy.”

“That Council direct Staff to complete design and implementation of Lost Lake Road Traffic Calming Phase 2 as outlined in the Staff Report titled Lake Road Traffic dated 2025-NOV-24 and include bollards on the outside of the lanes around the Smokey Crescent intersection.”

“That the Manufactured Home Community Relocation and Assistance Policy be amended to include an additional 25% payment of the assessed home buyout amount to participating homeowners be made within 180 days of rezoning approval.”

“That Council increase the budget for the Loudon Park Development project by $5,508,418 to fund the amenity building, dock, and circulation road detailed in Option C.1 funded by $2,675,000 from the Special Initiatives Reserve, $2,776,248 from the Strategic Infrastructure Reserve Fund, and $57,170 from the Sewer Operating Reserve.”

“That Council: a. Direct Staff to proceed with detailed design and construction costs for Option C 1 of the Loudon Park Development project as outlined in the 2025-NOV-19 Report to Council and develop an engagement plan; b. Direct Staff to update the 2010 Loudon Park Improvement Plan to include text and images of the expanded park area and the new associated site layout diagram as outlined in the 2025-NOV-19 Report to Council; c. “That Council send a letter to the provincial government asking it to reexamine its philosophy regarding the ongoing drug addiction crisis and resulting mental health and street disorder issues - stating that the current policy of decriminalization and enabling drug use at consumption sites is failing to provide effective long term solutions for either those with addictions, or for neighbourhoods impacted by the problem.”

“That Council direct Staff to prepare an information report on the Colwood Primary Care model.”

“That staff prepare a report with options on zoning amendments to Bylaw 4500 that exclude emissions intense heavy industries such as waste-to-energy incinerators, chemical plants, thermal electrical generators, petroleum refineries and liquefied natural gas export facilities from existing Industrial zones in order to require site specific zoning.”

“That Staff provide a report on options to regulate industries that include the use of noxious chemicals and the creation of toxic dust, to require proper ventilation and to be not closer than 250 meters from residential areas.”

“That Council: 1. Direct the Mayor and Corporate Officer to execute the Cost Share Agreement with the Regional District of Nanaimo Board for the Departure Bay Forcemain Twinning Project to complete infrastructure upgrades along Hammond Bay Road. 2. Engaging contractors to handle routine cleaning in parks such as Nob Hill, Deverill Square, and Knowles Park, thereby freeing approximately 15–25% of the Clean Team’s time to focus on neighbourhoods, City streets, and priority areas in the downtown and south end; 3. Using the $30,000 allocated in the 2025 budget and additional $75,000 allocated for 2026 to support the Clean Team, in addition to the $30,000 annual budget allocations to Parks, Recreation and Culture Services Department, for encampment clean-ups, to fund the contracted services; 4. In addition to park maintenance, implementing daily litter pick-up and surface sweeping throughout contracted services in Nob Hill Park, Deverill Square Park, Knowles Park and the surrounding areas of future supportive housing sites; and, 5. Deploying contractors to support the Community Safety Officers (CSOs) during large encampment clean-ups outside of the downtown and south end areas, such as Bowen Park or Beban Park, to ensure citywide coverage without diverting the Clean Team resources from core areas.”

“That Council approve the disposition of a 60-year lease of City-owned land located at 354 Haliburton Street to the Provincial Rental Housing Corporation.”

“That Parks Dedication Amendment Bylaw 2025 No. 2255.01 be adopted.”
